Eastern Summit County seeks public input on future growth map

Nov. 5 hearing will focus on the Future Land Use Map as officials weigh how and where the region should grow.

KAMAS, Utah — Summit County residents will have an opportunity next month to weigh in on how Eastern Summit County could grow and develop in the years ahead.

The Eastern Summit County Planning Commission will hold a public hearing Thursday, Nov. 5, at 6 p.m. at the Summit County Services Building in Kamas as part of the ongoing Eastern Summit County General Plan update.

The commission is working to finalize the area’s Future Land Use Map, which will help guide future decisions about development, preservation, and land use throughout Eastern Summit County.

The discussion comes as the county considers significant growth proposals in the region, including Lost Creek in Browns Canyon. TownLift reported that Garff Rogers Ranches LLC and Ivory Development are seeking to create a new Lost Creek Community Zone for property currently zoned AG-80. A January 2026 community plan showed a maximum buildout of 3,002 housing units, while county materials have described a range of 2,285 to 3,002 units on about 407.5 developable acres.

A separate developer-backed effort to create a preliminary municipality called Lost Creek is also moving through the Utah Office of the Lieutenant Governor. Earlier this month, the Summit County Council unanimously adopted a resolution asking state lawmakers to repeal Utah’s preliminary municipality law, citing concerns about local zoning, long-range planning and community priorities.

County officials are encouraging residents to attend the Nov. 5 hearing and provide feedback before the Future Land Use Map is finalized.

Residents who want help navigating the public process can also use Summit County’s Public Meeting Guide, which explains how planning commissions and councils make decisions, what materials to review before a meeting, and how to give effective public comment. The guide encourages residents to understand what is actually being decided, tie comments to policy or impact when possible, and make a clear, specific request.

The hearing begins at 6 p.m. on Nov. 5 at the Summit County Services Building in Kamas.
