Park City Council to review Main Street resurfacing plan amid water line project

PARK CITY, Utah The Park City Council will review an updated resurfacing plan for Main Street at its March 13 meeting, as city officials outline a phased approach to road improvements following the ongoing water line replacement project.

The revised plan schedules a Type II slurry seal for summer 2025, shortly after the completion of the water line project, while deferring full repaving to 2026. City officials cite the need for trench settlement as a primary reason for the delay, ensuring that necessary substructural repairs can be made before the final paving occurs.

The water line replacement project, anticipated to be completed ahead of schedule by early summer 2025, has presented challenges due to the complexity of underground utilities along Main Street. Contractors have encountered difficulties compacting around these utilities, making trench settlement likely once the project is complete. Under a required warranty, the contractor, Silver Spur, will be responsible for addressing any settlement issues for one year.

Temporary slurry seal scheduled for 2025

To address the current state of Main Street and mitigate visual and surface concerns caused by trenching, the city plans to apply a Type II slurry seal as part of the 2025 Pavement Management Program. This treatment will improve the road’s appearance while allowing time for settlement monitoring before full resurfacing.

The slurry seal process involves cleaning and preparing the road, applying a thin asphalt and aggregate mixture, and allowing it to cure. The estimated cost for this treatment is $60,000. Application will require a full-day closure to vehicle traffic, with foot traffic resuming within two hours of completion.

Several dining decks will remain in place during the application, requiring crews to return in the fall to treat skipped areas once those structures are removed for the winter season. The Streets team will coordinate with the Historic Park City Alliance (HPCA) and business owners to schedule the project on a date that minimizes disruptions.

Full repaving planned for 2026

The city’s long-term resurfacing plan includes a full repaving project in 2026, at an estimated cost of $425,000. This work will involve roto-milling the top few inches of asphalt and replacing it with a new layer of hot asphalt. Utility access points, such as manholes and water valves, will be adjusted before and after the overlay process.

The repaving project will be coordinated to minimize business disruptions, with rolling traffic impacts expected over several weeks. The city’s Community Engagement team will work alongside HPCA to ensure businesses, merchants, and other stakeholders remain informed throughout the process.

The resurfacing plan is part of a broader pavement management strategy, which has already seen completed projects on other segments of Main Street, Heber Avenue, and adjacent streets. The City Council will review the updated timeline and its potential impacts during the March 13 meeting.
