Eastern Summit County advances Cedar Crest Village Overlay with new zoning plans

SUMMIT COUNTY, Utah—The Cedar Crest Village Overlay application for the Hoytsville area, totaling approximately 1,085 acres, was a key focus at the Eastern Summit County Planning Commission work session on April 18.

Patrick Putt, community development director; Peter Barnes, planning director; and Laura Kuhrmeyer, county planner, presented the session.

The application, represented by a collective of thirty Hoytsville area property owners, proposes a Village Overlay Master Plan and Rezone for the sixty-seven parcel area. During prior sessions, discussions addressed infrastructure needs for the development, including a multi-phase sewer plant capable of handling 500 Equivalent Residential Units (ERUs) per phase and various water sourcing options such as joining existing water companies or developing new facilities.

The primary intent of the April 18 session was to delve into the proposed enabling ordinance, which included development standards and a community structure plan. This proposal represents a legislative process by the county to establish zoning districts and new policies tailored for this specific area, emphasizing a diverse housing mix and community amenities while also addressing environmental and transportation concerns.

The project aims for a density of up to four units per acre across the overlay area. It also intends to allow for various housing types, such as townhomes, condominiums, and single-family homes, aimed at varied economic demographics.

Significant discussion points included integrating workforce housing and attainable housing, with state code changes potentially affecting the inclusionary housing aspects. The planning commission is expected to review these aspects further, offering recommendations to the County Council that might include conditions to encourage affordable housing within the project.
