Park City School District IT employee arrested in international child exploitation investigation

On Monday the School District told staff and families the employee's role "didn't include direct interaction with students."
PARK CITY, Utah — A Park City School District IT systems administrator was arrested Friday for investigation of 10 second-degree felony counts of sexual exploitation of a minor following an international investigation, according to a probable cause affidavit filed in Utah County.
Garrett Blaine Harmon, 29, of Heber City, was booked Sept. 11 by the Utah County Sheriff’s Office. The affidavit, sworn by Homeland Security Investigations Special Agent Bronson Day, states Harmon “is currently employed by the Park City School District with direct access to children.”
In a statement sent to staff and families after the arrest, the district characterized his role: “The individual’s primary job responsibilities involved working with district staff, and their role didn’t include direct interaction with students.” The district said law enforcement notified it of the arrest, that it is “taking appropriate employment action under district policy,” and that “there is no evidence to suggest any of our students have been affected.”
The case began in about June 2025, when law enforcement in the United Kingdom arrested a U.K. citizen on child exploitation offenses and found encrypted chats between that suspect and a Utah man later identified as Harmon, the affidavit states. It alleges he distributed approximately 18 files depicting what appeared to be minors, including infants, engaged in sexually explicit conduct, and stated he had inappropriately touched several boys during a camping trip involving roughly 30 boys ages 11 to 18. The affidavit does not identify those boys or connect them to the district.
The district directed anyone who has experienced sexual abuse to the 24/7 Utah Sexual Assault Helpline at (801) 736-4356.
The allegations in a probable cause affidavit are not a conviction. Harmon is presumed innocent unless proven guilty in court.
