Park City considers subsidized shuttle connecting SLC airport and resorts

PARK CITY, Utah — Park City officials are moving forward with plans to explore a new shuttle service connecting Salt Lake City International Airport with Park City and Summit County.

During Thursday’s work session, the Park City Council expressed broad support for continuing to develop a proposed pilot program that would offer lower-cost, reservation-based transportation between the airport and Park City.

The proposal is a partnership involving Park City Municipal, the Park City Chamber & Visitors Bureau, Snow Country Limousine, Summit County, and local hotels. The goal is to provide visitors with a more affordable alternative to private shuttles, rideshares, and rental cars while helping reduce traffic congestion.

The initial concept calls for a 15-week pilot during the winter season, with hourly service between Salt Lake City International Airport and Park City. Riders could reserve a seat in advance, allowing the service to adjust the size and number of vehicles based on demand.

Organizers have discussed fares of about $15 per person, though the final cost and service schedule would depend on available funding. The proposal has also included the possibility of a discounted fare for local residents.

The program is estimated to cost about $820,000 at its full proposed scope. Summit County has already awarded $160,000 through a restaurant tax grant, and organizers have also sought contributions from participating hotels and other partners. Staff said the remaining funding gap is currently estimated at about $390,000, though the scope of service could be adjusted based on available funding.

Council members generally supported further exploration of the idea but raised questions about the city’s role in subsidizing the service, its long-term financial sustainability, and how it could benefit local residents in addition to visitors.

Several council members said they wanted to see Summit County contribute an amount comparable to any future investment from Park City. Others emphasized that the service should include an affordable option for residents traveling to and from the airport.

The proposal grew out of Park City’s Emerging Disruptors program, which identified an airport connection as a potential way to improve transportation and reduce congestion.

The council did not approve funding for the program during Thursday’s meeting. Instead, members directed staff and project partners to continue refining the proposal and return with additional details, including a potential funding request and a clearer definition of the pilot program.
