62-year-old arrested for felony assault after allegedly attacking dog walker in Park City neighborhood

PARK CITY, Utah — A 62-year-old woman has been arrested for aggravated assault after allegedly attacking a woman walking a dog near Jupiter View Drive in February, according to court documents.

Kathleen Kearney Moaddeli was taken into custody March 12, 2026, at the Park City Library and booked into the Summit County Jail, where she is being held without bail pending further hearing. She faces one count of aggravated assault, a third-degree felony, and one count of assault, a class B misdemeanor.

According to a probable cause affidavit filed by Park City Police Officer Davis Coppin, the incident occurred Feb. 16 near 2204 Jupiter View Drive. Officers were dispatched following a 911 call from a number police associated with “Linda Miller,” a name authorities say is an alias Moaddeli has used in more than 40 calls to Summit County dispatch, many involving complaints about off-leash dogs.

When officers arrived, a woman and her companion reported that Moaddeli had grabbed a PVC snow stake and swung it at the woman. After the woman took the stake away, Moaddeli allegedly punched her twice in the nose with a closed fist, jumped on her, took her to the ground, and smashed her face into the asphalt. The woman sustained injuries to her nose, upper lip and elbow and reported that she believed her nose was broken.

A recording of the 911 call, later obtained by investigators, captured a female caller stating that a man had his dog off-leash and the dog ran at her, that she grabbed something to defend herself, and that a female came after her. The caller said she acted in self-defense because the other party was breaking the law, and also stated that the woman hit her. The caller disconnected before officers could follow up.

Following the incident, investigators conducted a photo array identification process with both witnesses separately on March 3. Neither witness identified Moaddeli as the suspect. Officers made multiple attempts to locate Moaddeli in the weeks following the incident, but were unsuccessful until March 12, when they made contact with her at the Park City Library and took her into custody.

District Court Judge Richard Mrazik signed an order to hold Moaddeli without bail on March 13, finding clear and convincing evidence that she would constitute a substantial danger to the community if released.

All charges are allegations. Moaddeli is presumed innocent unless and until proven guilty beyond a reasonable doubt.
