Summit County Council approves $1.59M in RAP Tax allocations for local recreation projects
SUMMIT COUNTY, Utah — The Summit County Council has approved the 2024 RAP (Recreation, Arts, and Parks) Tax Recreation Committee’s funding recommendations, totaling $1.59 million, after reviewing extensive community requests that far exceeded available funds. The RAP Recreation Committee, represented by Chairperson Karen Mazanec and Vice Chairperson Jess Kirby, presented the allocations on Nov. 6, noting that 19 projects were eligible out of 22 applications submitted this year.
With $2.89 million requested across the applications, the committee faced a shortfall of over $1.3 million. “Our committee tried to make fair decisions with open minds,” Mazanec said. “We thoroughly enjoy serving our community and hope our decisions will have a positive impact on recreation in Summit County.”

Kirby provided additional details, noting that prioritization was a key factor given the funding gap. “We asked applicants what was most important if full funding wasn’t possible,” Mazanec explained.
The committee’s recommendations aimed to allocate resources equitably while accommodating urgent recreation needs. The council passed the motion unanimously.
