Park City Planning Commission to vote on controversial 45-foot redevelopment proposal at the Yarrow Hotel site
PARK CITY, Utah — The Park City Planning Commission will hold a public hearing and vote on Wednesday, Aug. 28, 2024, regarding a proposed master planned development at 1800 Park Avenue, known as The Yarrow or the DoubleTree by Hilton Hotel. The redevelopment plan, submitted by the property owner, Singerman Real Estate, includes a significant height exception request that has sparked debate.
Why it matters: The proposed redevelopment, which seeks to transform the 4.47-acre site into a mixed-use development with 234 residential units and additional commercial space, has raised concerns among city officials and residents due to its potential impact on the scenic views along Park City’s key entry corridors. The Planning Commission’s decision could set a precedent for future development projects in sensitive areas like the Frontage Protection Zone (FPZ). The structure today is an 182-room hotel.
The proposal: The redevelopment plan calls for constructing 234 condominium units, 60 of which are deed-restricted affordable housing, which does not allow nightly rentals. The remaining 174 would be available for nightly rental. The plan also includes retail, office, and restaurant spaces. The applicant also requests an exception to increase the building height by 10 feet to 45 feet in certain areas, which exceeds the 35-foot limit set by the General Commercial zoning district.
Community impact: The project site is located within the FPZ, an area designated to preserve Park City’s scenic view corridors. The increased building height and its encroachment into the FPZ have been points of contention during previous Planning Commission work sessions and public hearings.
Next steps: The Planning Commission will vote on the building height exception and provide direction to staff to make necessary findings. A continuation of the public hearing is scheduled for Sept. 11, 2024, for possible final action on the redevelopment proposal.
