Dakota Pacific public hearing delayed amid ongoing negotiations with Summit County Council

SUMMIT COUNTY, Utah — The public hearing for the Dakota Pacific project scheduled for Feb. 15 at Ecker Hill Middle School has been postponed, with a new date to be announced.

This decision comes as Summit County Council and Dakota Pacific Real Estate engage in detailed discussions over proposed changes to the controversial development project.

At the heart of the negotiations is the council’s request for Dakota Pacific to significantly reduce its housing proposal from 727 to 500 units on approximately 50 undeveloped acres west of Skullcandy’s headquarters in Kimball Junction. The developer, which currently holds the right to construct tech offices, has proposed a mixed-use development including condos, townhomes, commercial spaces and a community park.

During a special meeting on Feb. 8, the council emphasized the need for a smaller development footprint, outlining a counterproposal that includes 250 affordable housing units with specific allocations for different Area Median Income (AMI) levels and 250 market-rate units with considerations for senior living. The council’s counterproposal also maintains the same commercial density but adds requirements for a park-and-ride lot, medical facilities and a continuing care residential community, with a strict prohibition on fractional ownership and nightly rentals.

Dakota Pacific CEO Marc Stanworth expressed concerns about the disparity between the proposal and the counterproposal. The discussions also touched on traffic concerns in Kimball Junction, with suggestions for the developer to use its influence to expedite state-level traffic solutions.
