Park City Municipal appoints Margaret Plane as new City Attorney

PARK CITY, Utah. – Margaret Plane, Park City’s Special Counsel, has been appointed Park City’s newest City Attorney. The move is supported by Mayor Andy Beerman, the Park City Council, and outgoing City Attorney Mark Harrington. The appointment is contingent upon the Council’s official consent and approval of employment at the July 15 City Council Meeting.

In her role as Park City Special Counsel, Plane worked alongside Harrington in project and litigation management with the Park City Executive Team. She also advised the Mayor, Park City Council, and Park City Municipal staff.

Plane’s past experience includes clerking for the Utah State Court of Appeals, serving as the Salt Lake City attorney under two mayors, and serving as the Legal Director of the ACLU of Utah. She also serves on the Utah Supreme Court’s Oversight Committee for the Office of Professional Conduct. Plane was also nominated by Governor Gary Herbert in 2020 to serve on the Utah Court of Appeals. However, the Utah Senate GOP blocked the nomination for what is largely considered political reasons.

I look forward to this new role and continuing to work with Mark and the rest of the City’s talented team.”

Harrington, who has worked as the City Attorney since 1999, will focus his energy for the city on land use and planning. “I look forward to continuing to serve Park City in this more strategic role, returning to the roots of my career, which is land use and planning. The Mayor and Council recognize that the complexity and volume of these growing challenges to Park City demand more resource allocation. I look forward to working even more closely with our Community Development staff teams, the public, and in particular, our Boards and Commissions,” says Harrington.
