Council to evaluate Richardson Flat, Gordo Property for Park and Ride expansion

PARK CITY, Utah — The Park City Council is set to discuss options for an expanded park and ride facility in the Quinns Junction area during its scheduled council meeting on May 22.

The discussion will focus on two potential locations: expanding the existing Richardson Flat park and ride or developing the Gordo property, according to a staff communications report.

Transportation officials presented initial park and ride concepts on April 10, and have since gathered data to address council questions about the viability of both locations.

Cell phone data indicates that 64% of Richardson Flat park and ride users come from Salt Lake County, with 17% from Heber and 8% from Kamas, according to 2024 PlacerAi data cited in the report.

The report confirms the Gordo property could be divided to accommodate parking and other uses, though a site plan would be required after determining specific uses.

Travel time analysis shows the Gordo location is more accessible from the US40/SR248 off-ramp, requiring only a 0.7-mile drive taking approximately 2 minutes, compared to Richardson Flat’s 2.1-mile distance requiring about 5 minutes.

Expanding the Richardson Flat location would necessitate significant environmental analysis, including an EPA Comfort Letter estimated to cost $5,000-$10,000 and take six months to obtain. Additional requirements include a materials management plan ($50,000-$70,000), geotechnical studies ($50,000), and potential soil disposal costs of $40-$50 per ton.

Several aspects of the project remain under analysis, with more details expected at the June 5 work session. These include highway access scenarios, transit travel times, utility connection challenges at Richardson Flat, infrastructure needs for bus prioritization, and transit solutions to connect the two locations.

The council session will include information from a transit specialist hired to conduct technical analysis requested by the council.
