Massive 4,000-acre development faces Heber City annexation hearing
Wasatch County warns of infrastructure shortfalls such as the ability to provide water and sewer
HEBER CITY, Utah – Heber City Council will hold a public hearing Tuesday to consider annexing a proposed 4,000-acre Wasatch Highlands development northeast of town. The project, spanning state-owned and Christensen family lands, could transform the current preservation zone into a new community. Though the county could vote on the issue, Wasatch County Council officials warn that more time is needed to determine the project’s future.

– Proposed development would add thousands of homes
– 50% of acreage would be designated for public open space
Wasatch County has cautioned Heber City’s council about potential impacts on traffic, water, and population density. A draft letter to the council prepared by County Manager Dustin Grabau, points out there is currently no ability to provide the development with sewer and water.
“This proposal creates high density five miles outside of the city center. Generally accepted planning principles dictate that density should be lower was you move away from services,” the letter stated.
