Planning Commission approves conditional use permit for Blind Dog expansion

PARK CITY, Utah — The Park City Planning Commission approved a conditional use permit (CUP) on November 13 for a 3,795-square-foot expansion at Blind Dog Restaurant, located at 1251 Kearns Boulevard, after reviewing several conditions related to parking, landscaping, and bike facilities. The permit allows for enclosing an outdoor dining area and includes a shared parking agreement with the neighboring Emporium at 1351 Kearns Boulevard.

Assistant planning director Lisa Martin presented the CUP, highlighting several requirements designed to mitigate the project’s impact on local infrastructure. “The existing parking infrastructure at the Yard is non-compliant with our land management code,” said Martin, noting that the applicant requested a 23% reduction in required parking. The parking agreement with the Emporium aims to help offset this reduction, provided that parking is managed effectively between daytime and evening hours.

To address the parking deficit further, the conditions of approval mandate 32 bike parking spaces—double the code requirement. Sixteen bike spaces are to be installed before the project’s completion, with the remaining 16 phased in once the city completes planned right-of-way improvements. Martin also noted the addition of one dual-port EV charging station, with conduit installed for future stations.

Additionally, the commission addressed logistical concerns surrounding the parking agreement. Commissioners clarified that the shared parking with 1351 Kearns Boulevard includes annual reporting requirements to assess the agreement’s effectiveness and avoid neighborhood impact from overflow parking.
