Developers propose 4,000-acre Wasatch Highlands project as County urges caution on annexation

WASATCH COUNTY, Utah – A developer plans to build a new community, Wasatch Highlands, on 4,000 acres between Red Ledges and Wolf Creek Ranch, northeast of Heber. The project includes 720 acres of state-owned land and 3,500 acres owned by the Christensen family, with Philo Development leading the effort.

To proceed, developers aim to annex the land into Heber City, but the city must first amend its annexation map. At a Heber Planning Commission meeting on Oct. 22, developers outlined plans for a mix of homes, commercial spaces, and public open areas, including trails. They also envision municipal buildings and local businesses to reduce traffic into the city center.

Wasatch County officials, however, have raised concerns about roads, utilities, and the potential impact on quality of life. County leaders are urging Heber City to move cautiously. Even if the annexation map is amended, the properties will still need to go through the annexation and development approval process.

The county will hold a special session on Oct. 30 to discuss a letter urging Heber City to reconsider the annexation.
