City Council adopts ordinance to streamline city’s donation policies

PARK CITY, Utah — At its July 11 meeting, the City Council approved an ordinance that will streamline and centralize the city’s donation policies. It was an amendment to Title 2 of the municipal code to include a new chapter on donations to the city. Previously, certain types of donations existed in separate forms for public art, library donations, and non-monetary donations to parks and trails.

Mindy Finlinson, Park City’s finance manager, explained the new policy’s benefits. “The intended purpose is really to centralize our donation policy on a citywide basis, to provide efficiencies in our internal controls and more transparency,” she said.

Council members discussed the new ordinance’s practical implications, especially regarding donations of benches and memorial items. Councilor Toly expressed concerns about the specifics of accepting and placing such donations, “We could end up with just a lot of benches along one trail.”

The ordinance was approved with the understanding that the relevant departments would develop more specific guidelines for certain types of donations, particularly for trails and open spaces.
