Arts Council’s arts and culture plan wins unanimous city and county support

PARK CITY, Utah — Park City Council and the Summit County Council voted unanimously this past week  to adopt the Arts Council of Park City & Summit County’s new Arts & Culture Master Plan, a 10-year roadmap intended to guide the region’s arts and culture sector.

The Arts Council began the planning process in August 2024, aiming to develop a long-range framework to strengthen the local creative ecosystem and expand access to arts and cultural opportunities across Summit County.

According to the Arts Council, the plan follows an 18-month community engagement effort that included surveys, public forums, and a benchmarking analysis. The process gathered input from residents, local artists, and cultural nonprofits.

“The Arts and Culture Master Plan will act as a guide to the future development and growth of our local creative sector, ensuring we develop a more connected, equitable, and resilient cultural ecosystem for all,” Jocelyn Scudder, executive director of the Arts Council of Park City & Summit County, said in a statement.

The plan identifies several focus areas, including financial tools to support implementation, potential policy measures, capital investment opportunities at both the municipal and county levels, and programming recommendations aligned with needs identified by community members and stakeholders.

It also outlines gaps in Summit County’s creative economy relative to benchmark communities across the western United States and identifies operational needs and collaboration opportunities to strengthen the local arts and culture network.

With resolutions of support now approved by both councils, the Arts Council said it will move into implementation over the next decade. Early priorities include “arts in the everyday,” “spaces and places,” and “funding and capacity.”
