Councilmember Jeremy Rubell seeks second term as Park City heads into high-stakes election year

PARK CITY, Utah – Park City Councilmember Jeremy Rubell has formally filed his bid for reelection, joining what’s shaping up to be a closely watched election cycle as the city prepares to choose a new mayor and possibly reshuffle its council.
Rubell, is a Thaynes Canyon resident and management consultant by trade. He was elected in 2021. He enters the 2025 race with more than a decade of local residency and professional experience in leadership.
Rubell has been a frequent voice of caution on recent policy decisions. He voted “no” on continuing ranked choice voting this spring and raised concerns about a proposed bus rapid transit (BRT) project that would widen State Route 224 by 10 feet—a move he fears could change the character of the city’s main gateway.
Central to his platform is the future of Bonanza Park—particularly the city-owned five-acre parcel near Kearns Boulevard and Park Avenue. Rubell has been critical of the city’s planning process for the area, voting in 2022 against a proposed consultant contract he labeled as expensive and overly bureaucratic. During a City Council meeting last week, Rubell said he wants the neighborhood to be a thriving community hub.
The upcoming election will bring significant change to Park City’s leadership. Councilmember Tana Toly is also running to retain her seat, while Councilmember Ryan Dickey has entered the mayoral race. Mayor Nann Worel will not seek another term, leaving the city’s top job open. Dickey will remain on the council through 2027 if not elected mayor. If Dickey is elected Mayor, his council seat will be appointed by the elected council.
Rubell and Toly are joined by Molly Miller, Ian Hartley, Diego Zegarra and Danny Glasser in those who have filed their formal declarations in the City Council election.
