Park City Council to vote on $15M Deer Valley transportation deal

PARK CITY, Utah — The Park City Council will vote Tuesday on a partnership agreement with Deer Valley Resort to build a 900-space parking and transportation facility along state Route 248, the final step before the resort can proceed with its Snow Park Village redevelopment.
The Project Partnership Agreement requires the city and Deer Valley to split construction costs 50-50, with each contributing up to $15 million toward the regionally significant transportation facility.
City Attorney Margaret Plane said the agreement targets creating 900 new parking spaces within Park City boundaries. Richardson Flat and Gordo have been discussed as potential sites, though the agreement doesn’t lock the council into those locations.
The deal also allows for affordable housing as a secondary use — 50 bedrooms if paired with a parking structure or 100 bedrooms with surface lots. The housing would not need to be at the same parking location.
The city will own the facility, and Deer Valley will receive parking rights proportional to its contribution. The parties must mutually agree on operations and management once a project is approved.
Under the agreement, the city will propose projects to Deer Valley and the Planning Commission. The resort’s approval cannot be unreasonably withheld if proposals meet specified requirements, according to the staff report.
A management committee will oversee the projects, with the city maintaining majority control and Deer Valley will hold at least one seat per approved project.
The partnership stems from a December 2023 letter of intent that allowed Deer Valley to redevelop Snow Park as a ski-in, ski-out village. As part of that deal, the resort agreed to build a gondola connecting Snow Park and East Village.
The road vacation ordinance that enabled the Snow Park project expires Dec. 15, making Tuesday’s vote critical. Deer Valley must finalize the partnership agreement before starting construction on the redevelopment.
The council meeting begins at 4:40 p.m. Tuesday at City Hall.
