Park City to review parking reduction at Mid Mountain Trailhead for bus service

PARK CITY, Utah — The Park City Planning Commission will consider reducing parking spaces at the Mid Mountain Trailhead from 29 to 23 to make room for a bus stop as part of the city’s expanding public transit to trail access points.

The trailhead off Marsac Avenue closed in August for construction of parking improvements, with the closure expected to last several weeks according to the Mountain Trails Foundation.

The proposal would modify an existing conditional use permit for the popular trailhead parking area to accommodate the city’s new 9 Purple transit line, which provides bus service to hiking and biking areas.

The modification also includes extending a retaining wall by 36 feet to support the bus turnaround area. City staff from the Trails and Open Space and Transportation Planning departments worked with the applicant on the transit accommodation.

Transit-Focused Development

The parking reduction reflects Park City’s push to reduce vehicle traffic at trailheads by encouraging public transit use. The trailhead serves hikers and mountain bikers accessing the popular Mid Mountain Trail system.

Staff noted in their report that the bus stop will “support the transit to trails program and reduce the need for vehicular parking at trailheads.”

The original parking area improvements were required as part of a larger 2022 development approval for 49 residential units and a restaurant at 9300 Marsac Avenue. The Planning Commission had previously approved the 29-space parking design in June 2024.

Meeting Details

The Planning Commission will review the proposal during their meeting on Tuesday, Sept. 10, 2025. Staff recommends approval of the modification.

The proposal has cleared technical reviews including the Development Review Committee, Forestry Board for tree removal requirements, and the Park City Fire District for emergency access.

Public notice was posted and mailed to nearby property owners on Aug. 27, with no public comments received as of the staff report publication.
