Park City approves new General Plan focused on housing, transit, and sustainability

PARK CITY, Utah — The Park City Council voted unanimously Thursday to adopt the 2025 General Plan, a blueprint that will guide the city’s growth, development, and land use policies over the next decade.
The updated plan, which replaces the city’s 2014 version, was shaped by extensive public input through open houses, workshops, and neighborhood advisory committees.
“Residents showed us again and again how much they care about Park City’s character and future,” said Mayor Nann Worel. “This plan proves that when the community helps shape the vision, the result reflects their priorities, values, and hopes for years to come.”
The 75-page document centers on five themes:
- Transportation — improving mobility and connectivity while reducing car dependence.
- Community Character — protecting Park City’s history, unique design, and sense of place.
- Moderate Income Housing — expanding affordable and workforce housing, with a goal to house 15% of the city’s workforce.
- Water & Open Space — preserving natural resources and green space while reducing water use.
- Sustainability — promoting environmental stewardship and climate resilience.
City officials say the plan will also serve as the foundation for updates to the Land Management Code, ensuring that development rules reflect community priorities—such as reducing traffic congestion and encouraging responsible redevelopment.
