His wife and daughters are riding, his son is flying, and D. Scott Phillips is running: for Heber City Mayor

HEBER CITY, Utah — Mayoral candidate D. Scott Phillips is placing people, transparency, and long-term vision at the center of his campaign as he seeks to lead Heber City forward.

As a Heber City Councilman, his assignments are Heber Valley Tourism & Economic Development, the Historic Preservation Board, and the Airport Advisory Board (AAB).

A long-time resident of Heber, Phillips is not just running for office—he’s raising a family deeply connected to the area. His wife and daughters are avid mountain bikers who regularly explore Heber Valley’s trail systems, and his son is pursuing a passion for aviation. Prior to that, his son competed as a Nordic ski jumper at the Utah Olympic Park, representing the region in one of its most iconic Winter Olympic sports.

“Heber is more than a city—it’s our community,” Phillips told TownLift. “As Mayor, my leadership will be rooted in Collaboration, Cooperation, and Community. Together, we can ensure that every voice is heard, every concern is valued, and every decision moves our city forward. I believe that by working side by side, we can keep Heber strong, connected, and thriving for generations to come.”

Phillips says his vision is shaped not only by his experience in leadership and public service, but by the daily life he shares with his neighbors—on trails, at community events, and in local businesses. He believes in a Heber where families can thrive, young people have opportunities to stay and grow, and where decisions reflect the values and voices of the residents.

His platform focuses on responsible growth, protecting open spaces, and increasing transparency in city government. Phillips is also an advocate for infrastructure planning that balances development with the preservation of Heber’s natural beauty and small-town character.
