Summit County Sheriff Frank Smith announces retirement after 45 years in public service

SUMMIT COUNTY — Sheriff Frank Smith announced Wednesday that he will step down next month, bringing an end to a 45-year career in public service. His resignation takes effect Sept. 5, 2025.
Smith, who has served as Summit County’s sheriff for the past decade, said in a letter to residents that the decision comes after “careful thought and reflection” as he looks forward to spending more time with family in retirement.
“Serving as Sheriff has been one of the greatest honors of my life,” Smith wrote. “Together, we have made significant strides in enhancing community safety, strengthening public trust, and modernizing operations within the Sheriff’s Office.”
Smith expressed confidence in Chief Deputy Kacey Bates, endorsing her to serve as interim sheriff during the transition. He described Bates as “exceptionally well-qualified” to lead the department with “experience, leadership, and unwavering professionalism.”
County officials said Chief Deputy Kacey Bates will step in as acting sheriff once Smith’s resignation takes effect.
The process to name a permanent replacement is outlined by state law. Because Smith is a Democrat, the Summit County Council must formally notify the county’s Democratic Party of the vacancy. Party leaders then have 30 days to put forward a nominee, and the council has one week to confirm the choice.
Bates, also a Democrat, is expected to be among those considered for the role.
The outgoing sheriff also pledged his support for a smooth handoff in leadership, assuring residents that law enforcement operations will not be disrupted.
Smith has held the county’s top law enforcement post since 2023.
