Everything you need to know about Tuesday’s primary election in Summit County

SUMMIT COUNTY, Utah Voters in several Summit County communities will head to the polls Tuesday, Aug. 12, for the 2025 Primary Election. Races are set for local mayoral and city council seats, with ballots already in voters’ hands and new state election rules in place this year.

Who’s on the ballot
Primary elections will narrow the field in these municipal races:

  • Coalville Mayor: Walter Brock, Tyler Rowser, Rory Swensen, Lynn Wood
  • Coalville City Council (vote for 2): Matthew Boyer, Colleen Goodman, Andrew Nelson, Jeff Peterson, Steven Richins, Chris Tomcyzk
  • Henefer Mayor: Dawn Langston, James Rees, Kay Richins
  • Francis City Council (vote for 2): Riley Atkinson, Scott Buchanan, Justin Ciampi, Shana Fryer, Clayton Querry, Lynsi Stone
  • Park City Council (vote for 2): Beth Armstrong, Danny Glasser, Ian Hartly, John Kenworthy, Molly Miller, Jeremy Rubell, Tana Toly, Diego Zegarra

Key changes for 2025
State lawmakers shortened the ballot return deadline: ballots must now be received by the Summit County Clerk’s Office by 8 p.m. on Election Day — not just postmarked. Voters should plan accordingly.

Ballots also include two new features:

  • An opt-in box for receiving mail ballots after 2029.
  • A space for your driver’s license number or last four digits of your Social Security number, which will replace signature verification starting in 2029.

Voting options

  • Vote by Mail: Ballots were mailed July 22 to active registered voters. Use any county drop box or return by mail early to meet the new deadline.
  • Drop Boxes: Open across the county, including Park City Library, Quinn’s Health Department, The Market at Park City, Francis City Hall, Henefer Town Hall, and all county library branches.
  • Election Day In-Person Voting: Available 7 a.m. to 8 p.m. at Coalville City Hall, Park City Hall, and Summit County Library’s Kamas Branch.

Voter registration
The deadline to register and receive a mail ballot has passed, but eligible residents can still register and vote provisionally in person during early voting or on Election Day.
